NPCs and their uses

We have a crew break down of:

Captain: 1 - 1 pc/0 npc
Lieutenant: 3 - 2 pc/1 npc
Marine Officers 1 - 1 pc/0 npc
Midshipman and Masters Mates: 6 - 1 pc/5 npc
Warrent Officers: 8 - 0 pc/8 npc
Petty Officers - as many as you need

How we are going to work here is NPC can be used by anyone of higher rank.

Lieutenant O'Mally for example can be used by either Captain Williams or Lieutenant Rutherford.

The Captain and any Lieutenant can use a NPC Midshipman

The Captain, Lieutenants, and Midshipman can use any Warrant Officer, Petty Officer, crewman or Marine.

The Captain, Lieutenant Rutherford and Marine Lieutenant Carson are allowed to NPC the Marine Sargent, although it should be left to Marine Lieutenant Carson if possible.
